When a building permit is sent out and when a building permit is issued, the obligation to provide proper construction site facilities is pointed out.

The Office for Roads and Traffic, Herdentorsteinweg 49/50, 28195 Bremen, is responsible for construction site installations on public traffic areas (reserved network). For construction site installations in residential streets and work sites in the conditional network, provided that the roadway is not affected (e.g. only sidewalk and/or bicycle path on a main street is affected), the respective police department in the district is responsible.
The conditional network includes:
- named list of streets according to the annex to the Official Gazette of the Free Hanseatic City of Bremen dated 28.01.2016 (annex to § 1 para. 4)
- all road sections on which local public transport operates regularly.

For general occupational health and safety, in particular construction worker protection, as well as for advance notice of construction sites > 30 working days and > 20 employees, or > 500 person days, the Trade Inspectorate of the State of Bremen, Parkstraße 58/60, 28209 Bremen is responsible.
DSM Deutsche Städte Medien GmbH is responsible for advertising installations on public traffic areas.
