Applying for partial approval for the construction and operation of an installation

If you wish to erect and/or operate part of a new installation, you must apply for a partial permit from the competent authority.
Basic information
Due to their nature or operation, parts of installations may cause harmful effects on the environment or otherwise endanger, significantly disadvantage or disturb the general public or the neighborhood.
If you wish to erect or operate a plant, you require a partial permit from the competent authority. A partial permit can be applied for and granted if the full permit for a requested installation has not yet been granted, but the following conditions are met:
- There is a legitimate interest in the granting of a partial permit,
- the approval requirements for the object of the partial approval applied for are met and
- a preliminary assessment shows that there are no insurmountable obstacles from the outset to the construction and operation of the entire installation with regard to the licensing requirements.
Requirements
- The sub-project fulfills the requirements of the Federal Immission Control Act.
- The sub-project does not conflict with any other public law regulations or occupational health and safety concerns.
- A preliminary assessment has shown that there are no a priori insurmountable obstacles to the construction and operation of the entire plant with regard to the permit.
- The preliminary overall assessment is no longer binding if the factual or legal situation or individual inspections change in the course of subsequent partial approvals and the assessment changes as a result. In this case, the authority may refuse the permit or further partial permits.
