Foster carers can apply for the monthly lump sums if they have a declaration of assignment from the guardians of the foster child.
In Bremen, PiB - Pflegekinder in Bremen gemeinnützige GmbH already takes care of the declaration of assignment from the guardians directly when placing foster children. PiB also advises you on the application process. If you take in a foster child in Bremen, you can apply for the monthly lump sum directly to PiB.
You can also submit an application for monthly lump sums digitally via the online service "Pflegekinderwesen Digital" using the form "Monatlicher Pauschalbetrag in der Vollzeitpflege (Leistungen nach § 33 i.V.m § 39 SGB VIII)".
