Apply for an exemption permit in accordance with § 70 StVZO

Vehicles that do not comply with the construction and operating regulations of the Road Traffic Licensing Regulations (StVZO), the Vehicle Registration Ordinance (FZV) or European law cannot be registered for road traffic in Germany.

This may include, for example, vehicles with a specified design or imported vehicles. You can apply for an exemption permit for these vehicles at the "Central Vehicle Registration Authority" (Zentrale Kfz-Zulassungsbehörde) before registration.

Requirements

As a general rule, exemptions may only be granted if all reasonable possibilities for complying with the regulations for the following are fulfilled:

  • Vehicle Registration Ordinance (FZV)
  • Road Traffic Licensing Regulations (StVZO)

Beyond this, the decision depends on the individual case.

A decision on the granting of the exemption will only be made after the "Central Vehicle Registration Authority" department has examined the complete documentation.

What documents do I need?

  • Expert opinion

    of an officially recognized expert for motor vehicle traffic to obtain an exemption permit in accordance with § 70 StVZO in which the deviations from the construction regulations are named and justified.

  • Foreign vehicle documents (e.g. US title or other)
  • Valid identity card, passport or electronic residence permit (eAT)

    including the national passport of the applicant vehicle owner

  • For representation with written power of attorney additionally

    Identity card or passport of the authorized representative

  • For approval for companies additionally
    • Current and valid business registration and, if available, current and valid extract from the commercial register (also as a copy)
    • Power of attorney if the authorized person does not personally submit the application on site
